Capt. Jay Smith

Captain Jay Smith began his career with the Bal Harbour Police Department in 1985.  He has risen through the Department ranks, now serving as the Administrative Captain.  Captain Smith oversees the Department’s Finances and Human Resources activities, as well as serving as the department property custodian, disaster coordinator and training coordinator.

Captain Smith also serves as the Department’s Accreditation Manager, overseeing both our initial accreditation, as well as our re-accreditation.  Captain Smith has been certified by both CALEA and CFA as an assessor, and has reviewed police departments across the Country for Accredited Status.

Captain Smith graduated from Barry University with a Bachelors’ Degree in Public Administration, and from St. Thomas University with a Master of Science in Management.  Captain Smith also has been awarded a Graduate Certificate in Justice Administration from St. Thomas University.  Captain Smith has attended a number of institute’s command officer development programs, the Florida Criminal Justice Executive Institute’s Chief Executive Seminar, and Florida International University’s Strategic Management Academy.

Captain Smith has been recognized several times as “Officer of the Month” and has been recognized as the Department’s Officer of the Year for both 1992 and 1999.
